Will Garmin Connect import the FIT?

That is the point. Import as a new activity. Device settings from a real Garmin unit will not be invented.

Are sensors kept?

Why is this scarce?

Most web tools only decode FIT. Writing a valid FIT in the browser is the harder direction.

Indoor GPX without GPS?

If the GPX has no lat/lon the FIT will have time and sensors only.
